Bypassing WHQL doesn't solve the problem. That can be done by starting in unsigned driver mode (F8, similar to Safe Mode) or by editing bcd to always start in unsigned driver mode.

The problem is that there are no 64-bit drivers written for the actual chipset for either Eyetoy.
